The Caribbean Biodiversity Fund (CBF) invites qualified consultancies to submit proposals for the development of a Marine Protected Areas (MPA) Finance Facility under the Effective Marine Protected Activities for the Caribbean (EMPAC) Project. This initiative, funded by the Blue Nature Alliance, aims to scale regional sustainable financing for MPAs and support countries in achieving the Global Biodiversity Framework 30×30 target.
The selected consultancy will:
Design an operational framework for the MPA Finance Facility
Conduct a feasibility assessment of financial mechanisms
Develop a strategic plan for MPA Facility governance
Design a resource mobilization and donor engagement strategy
Convene key stakeholders and organize high-level engagement activities

“Development of a Marine Protected Areas Finance Facility under the EMPAC Project”
The application should comprehensively address the overall concepts and methodologies required to achieve the objectives outlined in the Terms of Reference (Section II), the specific tasks (Sections III and IV), and the evaluation criteria in Annex 1.
Technical Proposal (maximum 10 pages, excluding CVs)
Clearly define the responsibilities of each team member, specifying the team leader
Include a work plan with:
Experience of the firm or team of experts over at least the past 10 years
Methodology for implementing the consultancy
Timeline for deliverables and associated activities
Inputs from different experts
Any additional relevant information required in the Terms of Reference (TOR)
Attach CVs of each expert (maximum 2 pages per CV)
Financial Proposal (maximum 3 pages)
Provide a detailed budget breakdown, aligned with deliverables
Include a separate travel budget, inclusive of total contract cost
Conduct a Feasibility Assessment of suitable financial mechanisms.
Develop an inclusive Operational Strategic Plan for the MPA Facility.
Create a comprehensive Resource Mobilization and Fundraising Strategy.
Design and implement a Donor Engagement Plan with an outreach roadmap and donor prospectus.
Deliver an Inception Report with an updated work plan and stakeholder engagement plan.
Team Lead:
Master’s degree in a relevant field
10+ years’ experience in environmental policy, marine conservation, or MPA financial planning
5+ years’ regional experience in the Caribbean
Led at least two relevant assignments in the past five years
Team Members:
Bachelor’s degree minimum
5+ years’ experience in similar consultancies in the Caribbean
Expertise in conservation finance, environmental law, stakeholder engagement, and MPA planning
