CBF seeks Monitoring, Evaluation and Learning (MEL) Specialist

CBF seeks new Program Manager for the EbA FacilityCaribbean Biodiversity Fund (CBF), December 21st, 2021 - The Caribbean Biodiversity Fund (CBF) is inviting qualified individuals to submit their technical and financial proposals for the “EbA Monitoring, Evaluation and Learning (MEL) Specialist” consultancy bidding process.

The CBF is an umbrella fund with a flexible structure to implement innovative solutions for resource mobilization at the regional level through a range of financial instruments. Currently, the CBF manages a total of USD130 million, including the now USD80million endowment in its Conservation Finance Program, which aims to support 12 countries across the region; and a USD50 million sinking fund for Ecosystem-based Adaptation – the EbA Facility- which anchors the CBF’s Climate Change Program.
This consultancy’s main objective is to improve MEL activities among grantee organisations implementing Ecosystem-based Adaptation (EbA) to climate change projects in eleven Caribbean Island states and refine the overarching EbA Facility MEL plan.

Questions and Answers

As per the tender documents for the CBF EbA Monitoring, Evaluation, and Learning (MEL) Specialist Consultancy, bidders could submit questions until January 14, 2022. This post includes answers to all questions received as of January 7, 2022.

Q1: Are proposals from small teams (consortia) acceptable?

A1: Yes.  Consortia of individuals are eligible. A team leader should be clearly identified. The contract would be issued to the team leader, who would also be responsible for reports and deliverables to CBF.

Q2: Are proposals from organizations or companies acceptable?

A2: No.  Organizations and companies are not eligible. The bid should come from individuals.

Q3: Is there an indication of expected budget in USD?

A3: No. We only provide an estimated effort in number of days to complete the assignment. CBF will assess the financial proposal of tenderers with a minimum score of 75% on their technical proposal.

Q4: I am seeking to ascertain if the consultancy requires the successful bidder to work remotely full time on the consultancy or is it a part-time remote consultancy with no set time but focus on deliverables.

A4: The consultancy focuses on deliverables. As noted in the TORs, our estimate of level of effort is 20 working days per month during the four month duration.
