The Blue Card will be piloted to assess its commercial and operational viability as a mechanism for channeling financial resources toward blue economy initiatives without altering the bank’s existing business model. The pilot is expected to generate valuable lessons that will inform the potential future expansion of the mechanism.

Under the Memorandum of Understanding, CBF will provide technical, strategic, and financial support for the design and implementation of the Blue Card pilot. The CBF will also facilitate regional knowledge exchange, coordinate with complementary initiatives across the Caribbean, and support the development of joint work plans to advance the objectives of the partnership.

Banco Popular Dominicano will contribute its expertise in financial services by supporting the design of the mechanism, facilitating engagement with relevant stakeholders, participating in technical discussions, and assessing the integration of the Blue Card within existing institutional and regulatory frameworks.

This collaboration reflects a shared commitment to advancing innovative financing approaches that strengthen the resilience of marine and coastal ecosystems while creating opportunities for sustainable economic development in the Caribbean. It also recognizes the need to mobilize additional financial resources to address the growing challenges facing the region’s marine environment.

The Caribbean BLUEFIN Project creates and strengthens nature-based blue economy opportunities and approaches in the region through innovative financing mechanisms. The Caribbean BluEFin Project is financed by the Global Environment Facility (GEF), implemented through the United Nations Environment Programme (UNEP), and executed by the Caribbean Biodiversity Fund (CBF). The project is supported by co-financing from the German Development Bank (KfW) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the French Development Agency (AFD), the French Facility for Global Environment (FFEM), and the German Corporation for International Cooperation (GIZ).

Acerca del Fondo para la Biodiversidad del Caribe

The Caribbean Biodiversity Fund (CBF) is the regional umbrella environmental fund for the Caribbean, dedicated to sustaining nature and improving lives across the region.
