The Caribbean Biodiversity Fund (CBF) and newly-established Dominica National Conservation Trust Fund (DNCTF) on September 26, 2022, signed a Pre-Financing Agreement aimed at supporting the full operationalisation of the Fund and its eligibility for a CBF Partnership Agreement.<\/p>\n

The Caribbean Biodiversity Fund (CBF) and newly-established Dominica National Conservation Trust Fund (DNCTF) on September 26, 2022, signed a Pre-Financing Agreement aimed at supporting the full operationalisation of the Fund and its eligibility for a CBF Partnership Agreement. Today\u2019s signing marks the completion of the first phase of support and cooperation between the CBF and the DNCTF towards benefitting from a sub-account within the CBF Endowment Fund. The sub-account was established in December 2019 through a separate agreement between the CBF and the German Development Bank with an initial deposit of 2 million euros.<\/p>\n

To access the sub-account\u2019s resources, the government of Dominica and local partners are working to establish an eligible National Conservation Trust Fund (NCTF), the Dominica National Conservation Trust Fund (DNCTF) which will improve the island\u2019s access to sustainable financial flows and enhance its responsiveness to conservation and climate related disturbances.<\/p>\n

Acting Permanent Secretary in the Ministry of Blue & Green Economy, Agriculture & National Food Security Dr. Kyra Paul expressed thanks to the CBF and its donors at the signing ceremony held at Jungle Bay Resort.<\/p>\n

Gr\u00e2ce \u00e0 notre Fonds national de conservation, nous esp\u00e9rons faciliter la mise en \u0153uvre de projets visant \u00e0 mieux conserver et prot\u00e9ger nos milieux marins et terrestres \u201d, a d\u00e9clar\u00e9 le Dr Paul.<\/p>\n

La Dominique ambitionne de devenir le 11e pays avec lequel la CBF a sign\u00e9 un accord pour acc\u00e9der \u00e0 des ressources financi\u00e8res p\u00e9rennes provenant d'un fonds de dotation g\u00e9r\u00e9 par l'organisation. Les autres pays ayant d\u00e9j\u00e0 sign\u00e9 un tel accord avec la CBF sont : Antigua-et-Barbuda, les Bahamas, la R\u00e9publique dominicaine, la Grenade, le Guyana, Ha\u00efti, la Jama\u00efque, Sainte-Lucie, Saint-Kitts-et-Nevis et Saint-Vincent-et-les-Grenadines.<\/p>\n

La directrice g\u00e9n\u00e9rale du Fonds pour la biodiversit\u00e9 des Cara\u00efbes, Karen McDonald Gayle, a d\u00e9clar\u00e9\u00a0: \u201c\u00a0Le Fonds pour la biodiversit\u00e9 des Cara\u00efbes est heureux de signer cet accord de pr\u00e9financement avec le DNCTF et nous nous r\u00e9jouissons du travail qui sera accompli sous sa gouvernance, alors qu\u2019il rejoint la mission de l\u2019Architecture de financement durable des Cara\u00efbes visant \u00e0 soutenir les activit\u00e9s qui contribuent de mani\u00e8re substantielle au financement et \u00e0 la conservation et au maintien \u00e0 long terme de la biodiversit\u00e9 dans la r\u00e9gion.\u00a0\u201d<\/p>\n

L\u2019architecture financi\u00e8re durable des Cara\u00efbes (\u201c architecture financi\u00e8re \u201d) \u2013 actuellement compos\u00e9e du Fonds r\u00e9gional pour la biodiversit\u00e9 des Cara\u00efbes (FBC) et des onze fonds fiduciaires nationaux pour la conservation (FFNC) \u2013 est la concr\u00e9tisation d\u2019une vision visant \u00e0 cr\u00e9er un financement fiable et \u00e0 long terme pour la conservation et le d\u00e9veloppement durable qui profitera \u00e0 la r\u00e9gion des Cara\u00efbes pour les g\u00e9n\u00e9rations \u00e0 venir.<\/p>\n

The purpose of the pre-financing agreement is to support the Dominica National Conservation Trust Fund (DNCTF) to make the necessary preparations for the CBF Partnership Agreement that is aimed at conservation and grant making activities in Dominica. The pre-financing agreement also makes it possible to hire staff and establish the necessary administrative infrastructure for the DNCTF to function as an independent institute.<\/p>\n
