H.E. Ruleta Camacho Thomas

Climate Ambassador, Government of Antigua and Barbuda

Ruleta Camacho Thomas is a climate and environmental policy expert with over 21 years of experience in natural resource management, marine and coastal planning, and multilateral environmental negotiations. She currently serves as the Climate Ambassador for Antigua and Barbuda, championing climate resilience, sustainable development, and climate finance for Small Island Developing States (SIDS) on the international stage.

She is also the Deputy Parks Commissioner at the National Parks Authority and the Deputy Director of the Department of Environment (on secondment), where she supports national policy development and the implementation of key environmental frameworks. Her work focuses on  ecosystem-based management, marine protected areas, and sustainable tourism as core pillars of environmental and economic resilience.

Ruleta considers herself a solution seeker—bringing forward innovative, creative, and culturally grounded ideas, shaped by deep community engagement and guided by a touch of femininity and care in how solutions are designed and implemented.

She is scheduled to speak at the NDC Climes event during Climate Week NYC 2025, where she will share perspectives on accelerating climate ambition and implementation through inclusive and place-based approaches.

Ruleta holds a BSc in Environmental Biology and an MSc in Natural Resource and Environmental Management from the University of the West Indies, with additional training in environmental impact assessment, participatory planning, and protected area governance.
