The Caribbean Biodiversity Fund wishes to engage the services of a project audit firm for the purpose of auditing the Caribbean BluEFin Project as stipulated in the agreement between Caribbean Biodiversity Fund and United Nations Environment Programme signed on December 15, 2023. The UNEP, in its role as GEF Implementing Agency, provides project oversight to ensure that GEF policies and criteria are adhering to and that the project meets its objectives and achieves expected outcomes in an efficient and effective manner. Through the agreement with the UNEP, financial oversight of the Caribbean BluEFin project is supported via progress reports, annual audits, an end of project audit, inter alia.

Expected Deliverables:
The objectives of the consultancy are for the auditor to:
Audit the Caribbean BluEFin project financials for the period April 1, 2023 – December 31, 2024.
Express opinions according to international accounting and audit standards on whether the financial report of the Caribbean BluEFin project is in accordance with the relevant terms and the Caribbean Biodiversity Fund’s instruction for financial reporting as stipulated in the agreement, including annexes between the Caribbean Biodiversity Fund, UNEP and GEF.
Express opinions on whether (i) the operations, accounting, and reporting of the CBF financials are present fairly, in all material respects, and (ii) the use of funds are in alignment with GEF, UNEP and CBF requirements.
Minimum qualifications:
The auditor must satisfy the minimum following requirements:
A legal entity with a business license registered with the appropriate authorities.
A member of a professional auditing and accounting affiliate for a period not less than five years.
Technically competent and able to conduct the audit in line with the auditing standards.
Have adequate relevant professional and educational qualifications, or be able to provide audit staff with adequate qualifications, experience, and competence.
Possesses proven track record in financial audit of public sector projects, or audits of similar nature, type, and complexity, or donor-funded projects. Demonstration of working with Conservation Trust Funds and donor organizations would be an asset.
Objective and independent from the project, its staff, and activities, and from all aspects of management or financial interests of the Caribbean Biodiversity Fund.
