Background
In November 2020, the Fonds Haïtien pour la Biodiversité (FHB) entered a Partnership Agreement with the CBF to receive payments from the CBF Endowment. This was further expanded in 2021, creating a sub-account with USD 11.3M specifically managed by the CBF on behalf of FHB. As the agreement period nears completion, the CBF is seeking an independent consultant to conduct a comprehensive evaluation to inform the renewal of the partnership agreement with FHB in November 2025.
Objective of the Consultancy
To independently evaluate FHB’s execution of the CBF-FHB Partnership Agreement with emphasis on governance, transparency, and compliance with the CBF’s Conservation Trust Fund Practice Standards.
This consultancy will assess the execution of the CBF partnership agreement, with a focus on governance and results achieved. The findings will help guide decisions on the next iteration of the Partnership between the CBF and the Fonds Haïtien pour la Biodiversité (FHB), or the Haitian Fund for Biodiversity in English. The selected candidate needs to be fluent in English, French and Haitian Creole.
Scope of Work
The consultant will be responsible for assessing:
Governance Structure and Statutory Compliance
Financial Management and Asset Control
Grantmaking Transparency and Compliance
Stakeholder Engagement and Documentation Review
Alignment with Governance Action Plan (2024–2026)
Lessons learned and institutional development
Expected Deliverables:
Methodology & Stakeholder List (French & English) – Within 5 working days of contract signature
