About the career opportunity:

This consultancy’s main objective is to evaluate the results of the CBF- SCNCF Partnership Agreement, particularly in terms of efficient use of funds, grantmaking, conservation results and compliance with CBF policies and procedures under the Agreement. The consultant will conduct an independent assessment of the execution of the CBF- SCNCF Partnership Agreement and the use of CBF resources by the Fund. This will inform the second CBF-SCNCF Partnership Agreement which is expected to be signed by October 2025.

Expected Deliverables:

  • Work Plan & Stakeholder ListA detailed methodology and list of proposed stakeholders to be engaged, submitted within 5 working days of contract signature.

  • Draft Evaluation Report & PresentationA comprehensive draft report including:

    • Methodology and activities undertaken

    • Key findings on governance, financial management, grantmaking, and conservation results

    • Identified challenges and gaps

    • Preliminary conclusions and recommendations

    Accompanied by a PowerPoint presentation of draft findings for feedback from the CBF and SCNCF.Due: 8 weeks after start of consultancy

  • Final Evaluation Report & PresentationA final report incorporating feedback, including:

    • Executive summary

    • Final conclusions and recommendations

    • Lessons learned and capacity development insights

    • A 5-year Action Plan for improved alignment with CTF Practice Standards

    • Appendices: interviewee list, documents reviewed, tools used, and summary data

    Accompanied by a final presentation of key findings.Due: 12 weeks after start of consultancy

Minimum qualifications:

The consultant shall have the following expertise:
  • A minimum of 7 years of demonstrated knowledge on conservation trust funds governance and management
  • Thorough understanding on the use of the CTFs practice standards as a tool for CTFs evaluation
  • Experience in environmental grantmaking in the Caribbean region generally, and the Antigua and Barbuda specifically desired
