Monitoring, Evaluation, Accountability, and Learning (MEAL) Support Officer

About the career opportunity:

The CBF seeks a Monitoring, Evaluation, Accountability, and Learning (MEAL) Support Officer with a proven capacity in the design and implementation of MEAL systems and processes. The incumbent will be responsible for providing overall MEAL support for the CORE Project and the wider CBF MEAL Framework, with responsibility for ensuring that CORE follows a results-based management and monitoring approach. The incumbent will be contracted initially for one year and will aim to be renewed for the duration of the project, provided the service continues to meet the objectives set and tasks agreed upon and provided that the project continues to be funded. A review and evaluation will be conducted at the end of the initial one year period and will be the basis for potential renewal. The incumbent reports directly to the CORE Technical Officer and where necessary, provides MEAL support to the CBF Conservation Finance Program Manager, who oversees the Conservation Finance Program, that includes the other regional projects including the Blue Economy Finance (BluEFin), the Caribbean Regional Architecture for Biodiversity (CRAB), the USAID project, and the Effective Marine Protected Area Activities for the Caribbean (EMPAC). The incumbent is expected to successfully contribute reports, planning support, and other actions as required by the CORE Technical Officer in a timely and organized manner.

Expected Deliverables:

Implementation of the CORE Performance Management Framework (PMF), which will be aligned to the CBF PMF.
Continuous collection and analysis of data following the CORE PMF outputs, immediate outcomes, and intermediate outcomes.
Application of a results-based approach including close coordination with all implementing partners (Cuso International, Project Steering Committee, NCTFs) as key data sources identified within the PMF.
Secure the input of participating Environmental Organizations and Women’s Rights Organizations as one of the main sources of information through targeted surveys
Specific accountability for the use of the PMF monitoring dashboard to track, analyze and display key performance indicators in-house.
Support the design and implementation of the CORE required mid-term and final evaluation processes.
Design and implementation of tools required by the CORE PMF to ensure integration of a learning component in both the mid-term and final evaluations.
Coordination with the Gender Specialist to ensure CORE’s approach will promote collection, processing and analysis of both quantitative and qualitative data and integration of a gender perspective
Provide support to any consultancies or other initiatives supporting CORE and CBF MEAL efforts.
Preparation of presentations and reports on CORE Results-Based management.
Organize meetings, calls and others necessary for the fulfilment of the project’s monitoring and evaluation objectives.
Support expense tracking for the project’s monitoring and evaluation activities.
Monthly report of activities.
Contribute to the further designing, implementation, and upgrading of the CORE and CBF MEAL system.
Support operational efficiency in program and project management.
Other duties as required by the CORE Technical Officer such as any support necessary to the CBF and the Conservation Finance Program Manager.

Budget:

The incumbent will be employed part-time to the CBF and be required to work 24 hours per week. Compensation will be established within a budget of USD $36,000 annually.

Minimum qualifications:

Bachelor’s Degree in mathematics, statistics, research methods, project management, or related field, from a recognized university.
Industry Certification such as Certified Monitoring and Evaluation Professional (CMEP), Certified Monitoring and Evaluation Specialist (CMES), or other will be a strong asset.
At least three (3) years proven experience in monitoring and evaluation, preferably in the context of conservation or environmental projects. The following will be considered advantageous:
- experience with project management;
- region-wide Caribbean experience;
- knowledge and experience in Gender-responsive results management.
Strong knowledge of quantitative and qualitative methodologies, reporting, data quality assessments, data analysis and presentation, and setting up and managing M&E systems that track performance as per the objectives.

Technical Skills:

Project Coordination Support: Demonstrated experience in virtual project coordination and support services for remote staff and teams.
Documents organisation and drafting: Demonstrated experience in organising and drafting documents such as project reports and presentations. Skills in record-keeping, filing, and document management are assets.
Event Organising: Demonstrated experience in oversight and management of planning and logistics of in-person and virtual events.
Stakeholder Engagement: Demonstrated experience working with various stakeholders. Experience in liaising with donors would be an asset.
Technology: Strong command of technology solutions and common software including Microsoft Word, Excel, PowerPoint, Zoom meeting and webinars and specialized digital communications software. Knowledge and experience with ZohoOne will be an asset.
